Nineteen of Medvedev's twenty-one victories have been earned on hard courts
A resurgent the Russian player won his initial title for nearly 30 months with a win over opponent Moutet in the competition title decider.
The athlete, a ex- number one, has experienced a difficult season, managing just one win at the major tournaments and suffering a meltdown at the American major.
The player's unpredictability on the ATP Tour - and struggles with his service game in specific - resulted in him exiting of the world's top 10 and ultimately separating with long-time mentor Cervara.
Presently training with his coach and his other coach, Medvedev has steadily improved in the last few weeks - culminating in a closely contested 7-5 4-6 6-3 victory over Frenchman Moutet.
This marks the player's first championship following the Italian tournament and maiden on a hardcourt since March of 2023.
Success also means Medvedev has won twenty-one championships at twenty-one different competitions.
"For the first time I have attended a competition with my children simultaneously, so to secure a title is really nice," said tennis professional Medvedev.
"This victory is in honour of my child Victoria, because the initial championship I got when my older daughter her name was born was for her."
Medvedev, the former major winner, had lost his previous six championship matches, including in the German tournament earlier this year.
The player's retrieving strategy and frequent outbursts on court had prompted some to wonder if his skill to play at the highest level was finished.
However the 29-year-old has implemented adjustments in the past month, making an effort to advance forward and play aggressively, reinforced by an enhanced serving game.
Medvedev fought back from a break down in the first set against the challenging Frenchman, winning four of the final five exchanges to go ahead.
Both players swapped break points in the second set before the challenger, striving for his maiden ATP Tour championship, took control to create a final set.
He saved four early-game opportunities in a competitive third set before the Russian secured a break to that score to close out the victory.
Suitably, he earned the win with a shot at the front of the court, with Moutet failing to manage a return after over two and a half hours.
